Capital Region Water (CRW) is a municipal authority that owns and operates the greater Harrisburg area water and sewer (both sanitary and storm) systems and those systems’ infrastructure.   Dedicated to providing clean, safe water to its customers, CRW oversees the treatment of drinking water starting with fresh water flowing in its reservoirs through the treatment process and distribution of 8 million gallons to 60,000 residents and businesses.

 

Job Description

We are seeking an experienced Human Resources (HR) Manager to join our team.  The HR Manager reports to our Director of Administration and is responsible for the development, implementation and administration of Capital Region Water’s (CRW’s) HR programs, including recruiting, employee benefits, Human Resources Information System (HRIS) and employee education and training.

Responsibilities

  • Develop, implement and administer HR policies and procedures applicable to Bargaining Unit (BU) employees and to Non-Bargaining Unit (Non-BU) employees
  • Ensure that CRW’s HR policies and procedures are administered in compliance with the policies and procedures in the Collective Bargaining Agreement (CBA) between CRW and AFSCME
  • Participate in the development of CRW’s HR program goals, objectives, and systems in conjunction with the Director of Administration
  • Collaborate with the Director of Administration and evaluate reports, decisions and results of the HR programs in relation to CRW’s established goals
  • Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of CRW’s HR programs
  • Maintain and update the CRW Employee Handbook and standard operating procedures for HR functions in conjunction with the Director of Administration
  • Oversee benefits administration and work with the Director of Administration on the design of CRW’s benefits plans, procurement of benefits, claims resolution, employee status change reporting, review and approval of benefits invoices for payment and the communication of benefit information to employees
  • Oversee recruiting efforts for CRW positions including monitoring of job postings and advertising
  • Facilitate employee onboarding including new employee orientation and job training
  • Assist the Director of Administration with administration of performance review process for Non-BU employees
  • Develop and implement education and training programs for employees
  • Improve the performance of employees by identifying and clarifying issues and problems; prepare and evaluate potential solutions and implement the selected solution; recommend and/or administer coaching and appropriate counseling of employees
  • Attend, participate and document Labor Management Meetings (LMMs) between CRW and AFSCME, and participate in grievance and arbitration hearings, as requested by the Director of Administration
  • Maintain a Human Resource Information System (HRIS) for CRW and record and compile reports from the database
  • Prepare and update job descriptions for review and approval by other CRW management and/or AFSCME
  • Ensure HR policies and procedures comply with all applicable federal, state, and local laws, which include review of existing and new legislation, anticipation of future regulations, adherence to regulatory requirements and advise management on needed actions
  • Update job knowledge by participating in approved educational opportunities; maintain personal networks; and participate in applicable professional organizations
  • Perform other related duties as required and assigned by the Director of Administration and/or requested by CRW management staff

Qualifications

  • Bachelor’s Degree in Human Resources, Organizational Development, Business Administration or related field is required; Acceptable combination of education and experience may be considered
  • Minimum of 5 years relevant human resources management experience is required
  • PHR and/or SHRM-CP certification is preferred
  • Strong knowledge and understanding of employment laws and regulations
  • Complete understanding of HR administration, including onboarding and benefits
  • Proficiency using Microsoft Office suite (Excel, Word, Outlook, PowerPoint) is required
  • Technical competence in the use of HRIS systems, applicant tracking systems (ATS) and other business software programs is preferred
  • Experience in a unionized work environment is a plus
  • Ability to develop and implement policies and procedures
  • Strong written and verbal communication skills
