Nestled in both York and Adams Counties and conveniently located within 30 minutes of York, Gettysburg, and Baltimore, Maryland, the Borough of Hanover is undergoing a surge in both residential and commercial redevelopment projects, all while continuing to maintain its natural charm through preservation efforts on behalf of our municipality and various non-profit organizations. A substantial streetscape project has begun, to improve the appeal of our downtown environment to residents, businesses, and visitors. Downtown revitalization is a current priority that includes working with community members and organizations such as the Chamber of Commerce, Main Street Hanover, and the newly formed Hanover Economic Development Corporation (HEDC) to enhance the hometown character of our community and make Hanover an attractive place to live and work.

Job Description

The Borough of Hanover is seeking a Borough Manager to provide leadership to move the Borough toward the achievement of its mission and goals, manage and direct operations to ensure effective delivery of programs and services, facilitate and direct planning for use of capital resources, recommend policy and procedures to ensure compliance with laws, regulations, and Borough objectives. This is a challenging and exciting opportunity for an individual with the right combination of experience, leadership skills, and vision.

Responsibilities

  • Supervise and be responsible for the activities of all municipal departments, except for the Police department; provide leadership and direction to senior management including Finance Director, Human Resources Director, Director of Public Works, Director of Planning and Engineering, and Solicitor; provide feedback and direction concerning goals, priorities, and objectives; facilitate coordination of cross-departmental opportunities and problem resolution.
  • Serve as Chief Administrative Officer; provide administrative oversight to ensure effective delivery of programs and services and adherence to proper ethical standards and guidelines; administer contracts for professional services; ensure provisions of all franchises, leases, permits, and privileges granted by the Borough are observed.
  • Work with the Human Resources Director to hire, and when necessary, terminate employees, administer pay and benefits plans, develop and enforce employment policy and procedures to ensure compliance with laws, regulations, and Borough objectives; assist labor counsel with negotiation of labor contracts.
  • Work with the Finance Director to develop and communicate budget objectives, direct use of funds, ensure financial accountability and transparency, and review recommendations for financing strategies; provide periodic reports and a complete report at year-end to Borough Council on the condition of Borough finances.
  • Serve as primary liaison to Borough Council; attend all Borough Council meetings and committees or designate an alternate; plan for presentation of recommendations and reports, participate in discussions concerning projects and policies; develop agenda for Council meetings, provide advice and information on operational matters; serve as liaison between Council and related Commissions, committees, staff, and the public at large.
  • Facilitate planning for Borough programs and services and develop recommendations for major projects which impact public health, safety and quality of life, economic development, and Borough operations.
  • Engage in public relations activities; may serve as media contact; resolve questions and complaints from citizens, investigate or direct to appropriate staff, and report to Borough Council; develop plans to communicate issues to the public. 
  • Serve as Purchasing Officer of the Borough and be responsible for purchases for all supplies and equipment for departments and offices where mandated.
  • The Borough Manager reports directly to the Borough Council.

Qualifications

  • Master’s degree in Public Administration or a related field is required; a combination of education and demonstrated experience will be considered
  • Minimum of 5 years of experience in municipal government leadership with consistent, demonstrated career progression
  • Demonstrated knowledge of PA municipal law, regulations, and local government principles
  • Proven ability to lead and motivate a dedicated team of employees
  • Organized team player who is considerate and able to work well with others
  • Proven ability to work collaboratively with an active governing board and to maintain effective working relationships with the Borough Council and other municipal officials
  • Demonstrated experience working collaboratively with all stakeholders in a municipal environment, including residents, employees, vendors, consultants, and contractors
  • Demonstrated knowledge of government budgeting, accounting, finance, and procurement practices
  • Excellent written and verbal communication skills
  • Strong critical thinking and problem-solving skills
  • Strong work ethic with high personal standards for quality of work
  • Strong time management abilities
  • A valid Pennsylvania Driver’s License is required 
  • Borough of Hanover residency is preferred, but not required
